Climate Finance Council

Overview

The Climate Finance Council is established to mobilize climate finance, strengthen coordination among financing mechanisms, and advance equitable access to resources for climate adaptation, mitigation, and resilience. Its purpose is to support cooperation among governments, international organizations, multilateral development banks, and public and private partners to align climate financing with international commitments and the needs of vulnerable countries.

Climate resilience is essential to economic stability, poverty reduction, and sustainable development. Countries vulnerable to climate disasters face competing demands for limited resources, while debt constraints can restrict their ability to finance both climate action and development. The Council is established to address these challenges through financing approaches that respond to vulnerability and support long-term prosperity.

Objectives and Intended Activities

The Council’s objectives are to strengthen trust between developed countries and climate-vulnerable developing countries, improve public and private cooperation on climate responsibilities, and promote fair access to climate finance. Its mandate is to support the objectives of the Paris Agreement, the United Nations Framework Convention on Climate Change, and the 2030 Agenda for Sustainable Development.

Its priorities are to support climate resilience strategies and prosperity plans, provide guidance to decision-makers on climate finance, and advance innovative financing instruments, including blended finance, carbon credits, and risk-sharing mechanisms. The Council is established to promote financing arrangements that take account of countries’ vulnerability and debt constraints.

The Council’s intended activities include convening climate finance roundtables with multilateral development banks and other partners, coordinating financing efforts, and assessing improvements in climate resilience in relation to resources mobilized. Its mandate also includes promoting environmental considerations in public procurement and developing the leadership capacity needed to coordinate effective climate action.

Impact and Legacy

The Council is established to bring leaders together across national, institutional, and commercial boundaries to advance practical climate financing solutions. It is intended to provide opportunities for participants to contribute expertise, build partnerships, and help shape financing frameworks that support vulnerable communities and strengthen resilience for future generations.

The Council’s intended legacy is more equitable climate finance, stronger international cooperation, and socioeconomic prosperity grounded in climate resilience.
